"Whatever" - is a common idiom taken from the american slang urban grammar dictionary.

In The Science Of Abstract Consciousness, the term 'whatever whatever' (tone of the first 'whatever' higher than the subsequent) is used when something of extreme embarrassment is referred to 'whatever, whatever - whatever, whatever.' The lowering of the second tone indicates the seriousness of the second 'whatever.'
The tone of the first 'whatever' is neutral, the tone of the second whatever is lowered indicating seriousness / gravitas of the subject matter. So put together indicates the refusal to mention something of serious content.
