COMMENTARY
​
Whilst predicting the weather is a form of 'prophetic utterance,' its 'banality' and 'ordinariness' in normal circumstances (there could be exceptions) would prevent such an activity normally being classfied as prophecy and its 'statement' - 'prophetic utterance.' By way of an analogy, this 'understanding' can be extended to cover all subjects / matters.
