There are two aspects to this definition;
(1) The activity of an 'Individual Sentient Being' (ISB) who is regarded as a 'Planetary States-person' by other Galactic jurisdictions.
(2) A wider meaning of this term is an 'Individual Sentient Being' (ISB) concerned in matters of 'Cosmic Affairs,' 'Cosmic Politics' and 'Cosmic Diplomacy.'
To summarise we can state that a Cosmo-Politician is a leader figure for All within a Planetary jurisdiction' who is concerned with matters of 'Planetary Affairs,' 'Planetary Politics,' and 'Planetary Diplomacy.' The aspect (2) wider definition given above can be summarised as follows the Cosmo-Politician acts not just for Planetary jurisdiction concerned, but within the terrain of 'Intergalactic Affairs.'
